Can you get inertia scrolling with 3rd party mouse?

I have a microsoft mouse and a logitech mouse at home and neither of them have inertial scrolling option in system preferences. Is it possible to get it?

No I don't need to reverse it, I need it to slide (inertia) when I scroll.
