Can you have an iPhone on Verizon without a data plan?

I should have clarified. I meant verizon and att sharing plans. Att/verizon offer unlimited voice/text with share everything /mobile share.

Yeah, but it still a rip off. I switched to the att share data plan for a month and switched back. With shared data I was paying $85 for unlimited calls and text and 1gb of data. I switched back because unlimited min is not important, and I would rather have 3gb of data instead. They are giving you pointless minutes and taking away data.
