overtime I have bought ringtones from Apple and would like to remove them , they don’t show up in iTunes when I connect my iPhone to my Mac/ iTunes : tones .

Go to settings > sounds > ringtone
Tap on ringtone. You should see a list of all the purchased ringtones you have downloaded on your phone.
Swipe left on any purchased downloaded ringtone to remove from your device.

I followed your instructions I went to purchases and downloads I don’t think I downloaded any so do I download them and then follow your instructions as you said to delete?

If you don’t see any of your purchased ringtones in the list, that means they aren’t on your phone. no need to download them.

If you want to permanently delete them, you can try going into your iTunes purchase history, although I don’t think you will be able to remove them from your account permanently. Give it a go, I could be wrong.

If the purchased ringtones aren’t on your phone, resetting to factory settings will do nothing. They won’t download onto your device unless you manually download them.
I can’t find the ringtones in my past purchases I just have to keep them trouble is every time I buy a iPhone they will follow me

Your bought ringtone follows with your Apple ID. Unless you setup a new Apple ID and redo everything from the scratch (buying all apps, music, etc) minus purchasing Ringtones, those ringtones will always be there. I believe you are even more reluctant to do such massive clean up, especially you need to spend money twice.
