Can you sell an AT&T phone that was purchased on the Next plan. Of course as the seller, you'd still be responsible for the monthly payments to AT&T but as the buyer, could you use that phone on another account or would it not allow you to because it shows it's on someone else's Next plan?

You can, but the buyer would have to be ignorant or really trusting of the seller. All the seller would have to do would be to quit paying on the device at any time and ATat would block the device from its network making it unusable. Seller sites like swappa.com won't let you sell phones like this at all on their site for this very reason. EBay will, however to be ethical about it, you should disclose to the buyer that it is on contract, or at the least be truthful about it when a potential buyer asks about it, and someone will.

The best thing to do really is to just pay off the rest of the phone first and then sell it. That way you are not having to still make payments on a device you don't even own anymore. You can pay off next devices at anytime.
