I have been through the whole user guide and don't really see this answer… If it's off the wrist and charging, is it DOA to input?

Mines was 80% charged on delivery. You'll be fine.

Yes you can. We set up my partners off his wrist just fine and let it charge a bit before he put it on afterwards.

I setup my Watch up completely while it was on the charger. The downside was I had to enter my PIN after every time the display went to sleep.

Also the "Power Off" button was disabled until I put it on my wrist, so I guess it has to be on the wrist to power off for some reason.
