I tried to sign out of my iCloud account because I forgot the password and could not reset it, but it seems like you need to know the password even to sign out?

And you can't reset your password because...?
I'm guessing the main reason you can't sign out without a password is because it would then disable "Find My" which you would not want to happen if someone stole your phone and was able to get into the phone with a passcode.

I make my passcode easy for me to remember and I have it written down somewhere just in case. Real simple people
I tried email, but it says: "An email has been sent to your email address, s•••••@i•••••.com. (an email address that is apparently the same one as the email address of the icloud account that I don't know the password of, so I won't be able to log into this email address to check the email).

You might end up having to go to an Apple store (if they’re open in your area) with your proof of purchase and have them help you out.
Also, please don’t misinterpret, I’m not trying to be mean at all, but I don’t understand why people would select security questions that they will not remember the answers to. It would be wise to write down your answers and store them in a very safe place in the future. Sorry for your troubles, and I hope you are able to get it sorted out.

If your recovery email is the same as your iCloud email and you are logged into iCloud, then you do have access to the recovery email, you are already logged in.
