I know that you can jailbreak on 4.1 but does ultrasn0w work on the iPhone 4 running on 4.1?
If you upgraded the baseband when you upgraded to 4.1 then you cannot. However a new unlock should be out in the near future.

Did the devteam say they were going to have an unlock at 4.2 or is this just hearsay?
Every post about a new unlock is hearsay.
If the devteam has been posting that they will likely have an unlock by 4.2, that's a different matter entirely.

They have, however, indicated that only "some" phones will be unlockable "sometime" after 4.2. They have not said which ones. And of course, all this is subject to change.
How do you keep the baseband?
If you are already on 4.1 firmware, it is too late.
Yup, in order to "keep the baseband", you need to have already "had the baseband" to start with, then use TinyUmbrella to update to 4.1 a special way that you can google the documentation for. You cannot downgrade the baseband.
