I know that you can use WiFi, a direct USB-C cable between the machines or an Ethernet cable between the two machines but the two machines are set up in different rooms so I was hoping to do it over the LAN with both connected via Ethernet.

I'm upgrading my wife's 2018 base mini to an M1 mini 16/512 - should be a big boost in power.
 
I can't answer your question directly.

But my advice would be, don't use wifi or ethernet or LAN.
Instead, use a PHYSICAL backup drive for the transfer.

Ideally, that backup should be created with either CarbonCopyCloner or SuperDuper, and updated just before you set the NEW Mini up on the table.

That's my story and I'm stickin' to it.
 
It's running now over Ethernet.

It has 13 minutes remaining for the transfer. This base mini only has a 128 GB SSD and a decent chunk is taken up by the operating system so there's very little actual user data on the system but it would be more convenient for her to bring over her user settings. I've never actually used Migration Assistant to migrate machines but it does seem pretty handy.
