If you don't own an Iphone could the wifi portion of the Apple Watch be utilized without the pairing of an Iphone? Could one add apps through wifi or through their Macbook?

If an Iphone is absolutely necessary to get the Apple Watch off the ground, once this happens, could one use wifi only with the Apple Watch to control an Amazon echo in the same way that a traditional smartphone can control an echo?
 
I don't know about Amazon echo, but you can't set up an Apple Watch without an iPhone.

Once it's set-up you can use it in theory without an iPhone. Obviously the use will be very limited and many of the functions won't work because it needs to pull data from the phone. Also, even functions that do work without the phone, like fitness tracking, need to synchronize every once in a while to move the data to the phone.

If you're getting it without an iPhone there might be other, better, options out there than an Apple Watch.

I can't speak for the Echo portion. But you need an iPhone for initialization. After that, you can use it, but it will be severely limited.
