Hello when the Mac is turned on and at the same time I click these keys with the Option-Command-R
Internet Recovery Mode (with such a globe on it).

If you don't have an internet connection, where it automatically loads something. Then you can choose wifi networks.

The question is, if you are in this state, is there a keyboard command to restart or shut down the Mac? I'd like to restart it.

Unfortunately, you will not see a restart or shutdown function in this mode, so that you can select with the mouse.

Of course, I could turn off the Mac with on and off buttons, but I'd like to know other solutions.

Hold the power button. It's not bad for the system or anything - when you load internet recovery like this you're only downloading the data to RAM which is volatile anyway.

Killing a computer by holding the power button while its on is only really a risk if it's changing firmware or otherwise writing data. In this case you should be fine :). But your attitude towards it is good, since better safe than sorry, especially with expensive equipment
