cannot buy anything on iTunes

Whenever I try to buy something on iTunes, this error message comes up:

This only occurs when I try to get something that is not free. I can download free items (like Welcome to Night Vale) though. I'm using iTunes 11.0.4, and have enabled cookies in Safari.
