Cannot Connect to internet with full airport signal

Helping out a friend..well..unable to help actually. She is using a network given by my apartment called "skynet" with zyxel zyair router. She switched from a PC to Mac on my recommendation recently and all of a sudden her airport card won't connect. It shows full strengh, but when she tries to open safari or ichat she cannot log on b/c it is not connected to the internet. Any suggestions? We've tried the usual off/on's and restartings of all pieces of hardware involved. Thanks for your help in advance.

Get her to ask the network admin if a specific PAC file is necessary. In other words, does it need specific proxy settings?
