Cannot Contact to the iTunes Store

I am having iPhone 3GS 32 GB and in Singapore.
In iPhone, there is one "iTunes" icons is present. When I click it I am getting the pop error message saying

"Cannot Contact to the iTunes Store
The iTunes Store is not supported in this country"

What is the use of it? How to enable it?
