Cannot disable iCloud Keychain on iPhone

When I upgraded to 7.0.4, I incorrectly chose to add the iCloud Keychain to my iPhone. Ever since then, I have not been able to set it up. I try using another device that has the security code sent to it, it won't work. I even try to just click it from on to off, but it reverts back to on. How can I get this to stop? Thanks
