Cannot Import to OS X Photos App

I have had this problem since the Photos App was released, but was hoping todays update was going to fix the issue.

I am trying to import my dropbox photos to my iCloud Photos, after a while I get this:

I am simply dragging and dropping the photos into the Photos App.

If I drag in one-by-one the photos that fail will import fine so I know its not the images.

Anyone encountered this? or know of a fix?

just for argument's sake: try making a folder on the desktop, and option-drag a bunch of photos into that folder. THEN try to import them all at once from that folder into Photos...anything different?

I cant believe that Photos is able to import any photos that are only in dropbox. They need to be on the computer to import into an application like Photos, the download rate from DropBox is probably not fast enough.
