There are few system preferences settings that cannot be locked but the rest is fine. At the bottom of the dialog box it always shows an opened lock sign, clicking on it doesn't lock it. Time Machine, Startup Disk, Data and Time, Network are having this problem. But the security section works fine (can be locked and unlocked with the password)

any idea?

System Preferences > Security > General > Require password to unlock each System Preferences pane (check this)
