HomePod cannot lower volume on homepod through home app

i have a homepod in the kitchen, that i used to be able to change the volume from my iphone when i was in the basement, and now i can't change the volume, i have restarted the homepod and restarted my iphone and nothing works.

i should add this issue is when someone else has music playing, if i have music playing i can change the volume with no issue.

If you pull down Control Center, click on the Now Playing tile and choose "Control Other Speakers & TVs" at the bottom, does the HomePod appear in the list? Normally it should, and tapping on it would bring up its now playing info and a volume slider.
