I am trying to set up Apple Pay on my new watch, and it won't let me start. In the Apple Watch app, the setting that should be labeled "Passbook & Apple Pay" simply says "Passbook" and gives no options for adding anything related to it. Any ideas?

Outside of the Watch app can you access the Passbook icon and if so do you currently have items set up in that
 
It's because you have an iPhone 5. You have to enter your Apple Pay info in a rather roundabout way...

I think there's a guide on Apple's website. If I weren't on my iPad, I'd attach a link (sorry).

According to Apple and every other site I have found, I should be able to open the Apple Watch app, scroll down to "Passbook & Apple Pay" and go from there. Unfortunately, that option is not there.

This is just a shot in the dark, but, what version is your Apple Watch? I know we're all on 1.0, but is there a chance you're on a Beta build still?

There's a second step. You open the Apple Watch app on your phone, then you select the 'My Watch' icon on the bottom row of icons, then you go to Passbook & Apple Pay.

Perhaps you're missing that second step?
 
The screenshot OP posted clearly shows he is looking at the "My Watch" section of the Apple Watch app.

I don't even have my watch yet (June delivery), and my Apple Watch app also shows the 'My Watch' icon in orange when I launch my app. As far as I can tell, the color of that icon doesn't mean a thing ... it's just there to get your attention.

And the screenshots from the website do not make it clear if 'My Watch' on the top of the screen is there before actually selecting My Watch or not. I just don't have the information at my disposal.

So, I can't tell from the screenshot that the 'My Watch' icon has been actively selected.

It is selected.

Maybe your watch is defective? Take it to the Apple Store.
 
Set Region to US

In the Apple Watch app -> My Watch -> General -> Language & Region -> Region Format -> make sure this is set to United States.

Only then will Passbook give you the option for Apple Pay. The other regions will have to wait until Apple Pay officially supported for your region.

Hot damn, that was it! I'd set it to Ireland on my phone on a trip there months ago and forgotten it; it must have synced over to my watch when I set it up!
