Cannot upload file in iCloud Drive

In this ancient iPad (IOS 9.3.5) I am trying to send a file from ICD to someone else. I have tried sending from my Hotmail, Gmail and Icloud accounts, but without success. When I press Send, the iPad simply seems to hang. What am I doing wrong ?
