Cross-posting this to El Capitan and iOS9 forums, as the issue exists in both.

Having a bizarre problem with iCloud Drive... downloads work, but I am unable to upload files, whether dragging onto the iCloud Drive folder in the Finder on El Capitan, or saving from an app like Pages or Numbers in El Capitan (PB4) or on the iPhone/iPad (iOS9 PB4). It looks like it's trying, but the "thermometer" indicator sporadically moves forward, then goes back, over and over. Tried signing out/in of iCloud, which did not help (the iCloud Drive folder was repopulated by my iCloud files, but again, I was unable to upload).

However, this behavior only seems to occur when I'm on WiFi / Ethernet... if I disable WiFi on my phone the test file will upload through LTE. Thinking perhaps it was something with my ISP (Charter Cable) maybe blocking a port or something, I stopped at several places today that had public WiFi (confirmed that at least two of the ones I tried did not have not Charter IPs), and the same problem occurred.

Back home, I found that if I connect through a VPN (which I don't normally use... just trialing it), the upload is successful. I also found that I could upload through the iCloud.com website (with or without VPN).

Though I don't want to roll back my iPhone and iPad to iOS8, I did reboot my Mac Pro into a Yosemite backup, and iCloud uploads DO work.

So, to summarize:

Home network with El Capitan or iOS9 – iCloud upload fails
Other WiFi networks with iOS9 – iCloud upload fails
Home network with El Capitan iCloud.com – iCloud upload succeeds
Home network with El Capitan through a VPN – iCloud upload succeeds
LTE connection with iOS9 – iCloud upload succeeds
Home network with Yosemite – iCloud upload succeeds

Anyone else having this problem?
 
Glad I'm not the only one! Also, I should add, this started about a week ago for me... I have a few Pages documents in iCloud that are dated August 11, so it was working then. And, strangely, I don't believe this coincides with the installation of any updates. Lastly, I forgot to mention that I did send a feedback report to Apple.

Yup, that describes my situation very similarly. I'm not sure of an exact date, but it was also about a week ago that I first noticed any strangeness. They might be doing backend work that's temporarily prevented it from working with El Cap.

I'm downloading the next beta now...here's to hoping that it's fixed!

Interestingly, right after updating to the newest beta today, iCloud Drive successfully uploaded a file, and I thought the problem had been solved. But subsequent attempts to upload more files failed.
 
I'm having this problem also. Files won't upload to iCloud Drive on my Mac, and the last iCloud backup I was able to do on my iPhone was August 7th. Interestingly, iCloud Photo Library doesn't seem affected for me.
 
I think this also affects Contacts syncing as well... I added some contacts on my Mac, and they would not sync to my iPhone. However, when I added a test contact to the iPhone, it did appear on the Mac. And strangely, adding the test contact on the iPhone DID make the contacts on the Mac finally sync. Tried it again... added a contact on the Mac, it would not sync to the iPhone (waited a while to make sure). But as soon as I added another contact to the iPhone, the Mac contact sync'd.
 
As of this afternoon my iCloud has been syncing files. I did reboot my computer today, but otherwise nothing's changed.
 
Awesome! Must be fixed, then.

I'm glad to get rid of my "iCloud Files" folder I was keeping on my desktop :)
