After upgrade to 8.3, cannot access any URL if using Safari, type anything in address bar came with blank content below, no prediction, hit GO button with no response, then Safari was like freeze, check log can see 100% CPU utilization error by Safari.

I tried to reset network settings, clear safari data, with no luck. Restore to 8.2, issue is gone. Upgrade to 8.3, with no data restored, thing's fine. As soon as I restore with my old data, the issue is back. Very headache. Anyone has same problem?
 
I have similar issues too

I have the same issue too on my iPhone 6 after upgrading to iOS 8.3. In my case, I had the same issues as yours even after restoring to factory 8.3 settings. I also reset my network settings with no luck. The issues disappear after reverting back to iOS 8.2 from my backup.

Strangely, my iPad mini 2 with iOS 8.3 connected to the same Wi-fi network exhibits no problems...
 
Safari in Yosemite not working well either

Same issue here in Yosemite as of this morning (10.10.3). Random sites/pages are very slow or just timeout when they load without any issue in Chrome. Tried disabling iCloud synching for Safari...didn't help.
 
This morning I had major problems using Safari on MacBook Pro, IPad, and IPhone 6. Thought it was a wifi issue, so spent some time with Verizon FIOS tech support. After trying a number of fixes, Tech Rep determined it was Safari that was the problem, and suggested I switch to Chrome. This only started this morning. Sigh.
 
I had this exact issue after updating to 8.2. I went back and forth on the phone with apple support. I was hesitant to do it but in the end the only way I fixed this was to delete all history and cache from safari. That's stopped the problem and not everything works great. I didn't want to lose the history and data but in the end it was worth it to fix the problem. And it did.
 
So after two days of Safari hell, things seem to be back to normal. I spent a lot of time trying various fixes found on forums and articles...nothing seemed to work. Then set up chrome on my three devices (MacBook Pro, iPad Air, and IPhone 6). Chrome worked OK, but I really preferred to use Safari.

Safari is now working...for the moment. Love my technology, except when it doesn't work. #
 
I found a solution to this problem that may work for users with iPhones that work with VolTe after the 8.3 update. Go to Settings→Cellular→Enable LTE→uncheck "Voice & Data" and check "Data Only". This immideatly fixed my wifi issues.
 
I restore my iphone 6p several times, and the last time, finally it's working, no idea why. Looks like everything is fine.

Now, the problem is, my ipad air 2 has the same issue... excatly the same issue..... !@#@!#@#!@#@
