First off, I'm running Mavericks. That could be the issue right there, but... When I have full screen activated in apps, I can't access the doc. In Safari, I can't access the menu bar either. I have to go back to my desktop for the most part to be able to pull them up/down. Has anyone had this issue? Or know how to fix it?

Thanks in advance.

You don't mention if you're using a mouse or trackpad.

The "stubborn" dock when in FS has been discussed. Not sure if it's by design but there is a consistent (albeit cumbersome) method that activates it when in Full Screen:

1.) Move your pointer to the bottom of the display until you don't see it.
2.) Lift your finger off the trackpad
3.) Position finger at top of trackpad
4.) Start downward swipe slowly until dock appears.

I'm guessing some high level Apple Executive with all thumbs complained about his dock always popping up so the coders "fixed it".

As far as Safari goes... there are a lot of issues with it.

Simply double swiping- one swipe gets the pointer to the bottom of the screen, the second swipe reveals the dock- works for me every time. The same trick also works with a mouse, but it's not nearly as intuitive.

However, I only discovered this because of your post, so thank you!

The response time for this is drastically reduced in the newest developer preview (7). Went from swiping all the way from the top of my trackpad to the bottom to only an inch at most.
I agree. In DP7 it seems to require less trackpad real estate to show the dock now. I just thought my fingers were getting more adept at doing this. :)
