Cant access Today screen (with widgets) on lock screen

When my 5s is locked I can only see the notifications, not the Today screen so therefore I cant view my widgets unless the phone is unlocked. Is that how its supposed to be?

Look under settings -> Touch ID and passcode. There is a section called allow access when locked
