Can't alter Language settings

I'm trying to alter the language settings on 10.6, after selecting the new language and logging out, it just logs back on with the old settings. Its driving me bonkers. Any ideas?
 
Howdy. How exactly are you changing the language settings (what steps are you taking)? Also, what is your language for the system itself?
