Did this change recently? I can remember always setting Facebook location access to "never", but now it's not showing up, and on the app page it says it can access location in the background.
And this goes for all Facebook apps (Messenger, Whatsapp, Instagram)

Did Apple cave to Facebook?

It's not in the list. Same with Messenger, Instagram and Whatsapp.

I have a feeling these apps are free to use your location at will now, without any possibility to limit them.

I have a feeling these apps are free to use your location at will now, without any possibility to limit them.
Usually it means you haven't done anything in the app for it to request your location yet, so so far there are no location settings to check or modify. If you access something in the app that needs your location it will prompt you for access where you can select what you want, and from that point you should be able to see what you selected in settings and modify it if desired.
