Can't change permissions on external drive, apps can't write to it

All kinds of issues using a new external Samsung T7. I plugged it into my old Mac to copy a load of things and noticed in Disk Utility I cannot format it as APFS for some reason. So I left it as ExFAT.

Now I plug it into the new Mac and open a coding project on it. Works fine. But when I try to build this project I get errors about "sharing violation".
Looking at Google it says I should change drive permissions but I can't:

There are no options to change, no padlock to unlock. It's bad enough in modern MacOS every app seems to ask me permission for every single thing it does without this.
Not sure if it's because I copied from an older Mac/disk or it's an issue with the drive itself but it's a PITA. I've lost an entire day (and evening) just trying to copy my stuff to a new Mac which I can't use.

Yes, I have the same issues with external drives after installing macOS 11.5.1 (20G80). I have to always authorize with password to create a folder.

External drives with Mac OS Extended (Journaled) formatting automatically changes share permissions.

When I go to "Sharing & Permissions" in Info (right-click drive and select 'Get Info'), I notice under "Everyone" the permissions have changed to "Read Only". I can change it back to "Read & Write" and it seems to fix the problem.

But on ExFAT format drives, the "Share & Permissions" states "You have custom access" and I cannot change the permissions (same as you).

Might be a bug, maybe report it to Apple. Probably Apple will need to issue a 11.5.2 to fix.

I don't think you can change the format of the volume to anything else - but, while in Disk Utility, change the View setting to Show All Devices, then choose the Samsung device line, and then choose Erase, where you can change the format to Mac OS Extended, or to APFS, if you wish -- then Erase, which removes any other volumes on your T7, too.
That WILL erase everything, so if you already have files on the drive, make sure they are backed up somewhere, if you need to do that, before you erase the drive
