I’ve lately been going to a Philz coffee that has fast, free WiFi with my MacBook Pro 2012. All websites load quick, apps load quick, e.g. twitter and Facebook. The only thing that won’t connect is iCloud. That means iCloud.com never loads and my iCloud preference pane never loads. I’ve signed out of iCloud and signed back in and the problem persists.

Can anyone explain why this might be?
 
Might be that there are restrictions on what type of services that are allowed over the Wi-Fi. Have you tried to load any similar websites over the Wi-fi? Do iCloud load if you use a proxy server?

Other file syncing services like OneDrive, Google Cloud (or whatever it's called), Dropbox, Box, Spideroak and so on.

I do not have any recommendations for proxy servers as I have no need for it myself, but you might get some advice on this wikipedia article.
