I've got a bar I go to from time to time to do some work on my laptop while having a beer. They have an unsecured wifi network for the guests to use. You select their network and then a terms and conditions dialog box pops up that you have to "agree" to and then you are online. I am able to join their network and I have an IP address but no internet. The "agree" box no longer comes up and nothing loads is Safari or Chrome. I CAN get the dialog box to come up when joining the network from my iPhone. I've tried creating a new Admin account to see if a fresh account will work but its a no go too. I have previously been able to use internet at this establishment in the past. Any thoughts? Thx.

Most of the time, those consent boxes are popups... make sure you have popups enabled on your browser.

Yes, it is a pop up window that contains the consent but I have everything set to Allow. I'm wondering if someone could list some .plist files that I could possibly delete that might be causing the issue.
 
Try some OTHER browsers, including (but not limited to):
- EPIC privacy browser
- iCab
- Microsoft Edge Canary
- Brave
- Vivaldi

Do you have the same problems with all of the above?
 
I can try some other browsers but I have tried Chrome without success. Also, IIRC, the consent box pops up on its own even before launching the browser. I need that box to come up so that I can get online. So I don't think its the browser.
 
Well, after further research, it looks like what I am trying to access is called a Captive Portal. This is the little login window that you see when you try and access a public wifi network (hotels, airports, bars, etc) where you have to agree to their terms and conditions. That is what is no longer showing being presented to me.

Captive portals are always an issue on any OS. Open a browser and try to hit something like 'captive.apple.com'.

I just started having this issue today on my iPhone (ios13). My work’s WiFi has an authentication screen like that. I have to login to it every month or so. I guess it is time to reauthenticate, but I can’t since the page won’t open. Any ideas? Going to captive.apple.com gives me a webpage that says success, but that isn’t working either.
 
I was finally able to get the Captive Portal to come back. What I did was go to Settings>Network>Advanced>TCP/IP and I then made note of the routers IP address. I then copied and pasted that IP address into search bar in Safari and the Captive Portal then opened in the main Safari window. Previously, it had always been a separate pop up window. Regardless, its started working.
