Am I correct that I can't create certain types of repeating events in MobileMe and iCal?

Here are examples of U.S. holidays or pseudo-holidays that I would like to program into my calendar but apparently can't:
Pasadena Rose Parade: January 1 unless it's a Sunday, January 2 otherwise

Administrative Professionals' Day: Wednesday of the last full week of April

Teacher Appreciation Week: the first full week in May

National Teacher Day: the Tuesday of the first full week in May

National Grandparents Day: the first Sunday after first Monday in September

Election Day: the Tuesday after the first Monday in November

Black Friday: the day after the 4th Thursday in November

Tax Day: first day April 15 or later that is none of these:
  • Saturday
  • Sunday
  • April 16 unless it's a Saturday, April 15 otherwise (Emancipation Day in the District of Columbia)
  • the third Monday in April (Patriots' Day in Massachusetts and Maine)
I can forgive Apple for not accommodating a formula that would handle Tax Day, but what about the others? Do I have to enter them all manually each year rather than use the "repeat" feature?
