Can't create more than one page PDF with Preview

using snow leopard..

I use the "New from Clipboard" to make the first page,
then I drag the other PNG files..

then I use File, Save, PDF...

but the resulting PDF in only one page (the first page only..)

You probably need to save the entire document first.

the Save All is gray out, I use "Save As"
