iPhone Can't Edit Photos

For some reason I can't edit photos. When I go to edit I get the downloading icon, but it never moves. My photos are set for iCloud and to keep original photos on the device. I'm on the latest iOS 11.2.1.

I can send the photo though via sms so the photo is already downloaded. So much for a clean install with a new phone...

I have a 256gb iPhone X and have 133gb available.

I even tried to edit the same photo in Google Photos, the photo is synced but all I get is a spinning circle...I don't understand.

I ran into that problem yesterday. not sure if it's iCloud related but I had to restart my iPhone X. I was taking photos of my daughters dance routine and none of them saved at that time. I had to hard reset and they all popped up. when I went to edit, it wouldnt download and wouldn't let me edit.

So I was eventually able to access my photos but the issue is back again. The photo app also freezes when I try to send a video via iMessage. So annoying.
