Can't Enable Documents For iCloud

I have my iPhone 6 on the latest iOS but i cannot enable Documents for iCloud. When i open the iCloud Drive app i have a preview window telling me to re-enable iCloud Drive Documents in the settings but it is enabled ... i noticed that when i installed Pages it didnt ask if i want to use iCloud Drive either.

I already signed out and back into my Apple ID from the Device

any idea?
