Can't find Apple TV when trying to set up with Bluetooth

I've tried from the setup screen to use an iPad Air, iPhone 5, iPhone 5s and iPhone 6s Plus. Turning on the Bluetooth made the ATV show up in other devices on the iPhone 5 only but never does anything else. The ATV never shows up on any other device even though they all have been connected to other Bluetooth devices currently or in the past. Any suggestions?

I've tried restarting everything, toggling Bluetooth on and off on all devices, etc. to no avail.
