A couple years ago, I downloaded an app (I think it was free) that allowed you to select an image, and it would add it to a blank folder icon, making it look like the other folder icons in a user's home directory.

I can't seem to find this app. There are plenty of them out there for making custom icons, but this one just "burned" a simple image of your choosing onto the blank folder icon.

Does anyone know what this app is/was called?
 
Are you talking about Img2icns?

I don't think so. The app I'm thinking of was designed to take a simple graphic, and "burn" it onto a blank folder icon. It made the new folder icon look like it was one of the default folders (like photos, movies, documents, etc.)
