Can't generate a new 2FA recovery key

Is anyone else having this problem?

I'm trying to create a new one and each time I press the activate button I just get taken to an error page.

Called Apple support and they don't know what's going on. I'm not even sure they really understood what I was saying, I just got the standard "have you tried turning it off and on again".

Any ideas where to go from here? I'm going to have to disable 2FA if I can't get a new recovery key.
