Got a new iPhone for my wife today but we can't get data to work (off wifi). Several calls to AT&T and they've seem to almost give up. We tried network resets, restore in iTunes, etc. But no luck. The phone is fine as my sim is able to get data in the phone.

The irony of it all- she's had a 3G iphone for the past 2 years without a data plan. And now that she wants one, we can't get it working.
 
You say she didn't have a data plan before...

Was this not on AT&T's network or did you end up getting around this somehow?

If you WERE on AT&T, then isn't it safe to assume she still doesn't have data on her account?
 
We added a data plan for her with the ip4 purchase. AT&T confirmed each time that we called that the data plan was active (the iPhone error msg says - you are not subscribed to a data plan).
