can't get past imessage and facetime screen

I just installed iOS 8 on my iPad mini retina display and I can't get past the initial Imessage and Facetime screen that you see during set up. Pressed Next but the spinning icon is endless. Tried restarting, but nothing. Anyone know any fixes?

Choose Skip this step. and when you get to the home screen, sign in then

I had this problem on my 5S and skip this step did nothing.

I was about to restore and start afresh but i did a hard reset then plugged into my PC and it just booted up as normal...thankfully.
