Can't get rid of "other" storage

Hello MacRumors,

I have an iPhone X 64GB, iOS 12 public beta (latest). Ever since I got this phone I've had trouble with "other" storage taking up most of my storage. The main issue I have is that WhatsApp can't backup itself to iCloud.

How do I get rid of this? Thanks!
