Can't intsall .pkg and .mpkg finles

For some reason, I cannnot install .pkg and .mpkg files on my mac. Doesn't the system use installer to install these?

Well you'll need to provide some information if you want some help. What errors are you getting? What version of Mac OS X are you running etc etc?
 
I am not getting any errors. I am downloading the files and double clicking on the package and nothing happens. I try to open it with installer and nothing happens. Intel, Mac OS 10.4.11
