I updated to iOS 15 yesterday via iTunes, and I set it up as a new phone (I like starting with a clean slate) and for some strange reason I cannot log into my iCloud account. My email and password has been entered correctly every time. I got the two factor authentication prompt and typed in the code the first time and….. nothing. It doesn’t go to the next page which would be the actual iCloud’s inbox.

I type in my iCloud and password and I get the little processing wheel but it doesn’t go to a different screen. It just keeps it at the “next” button.

please help! I’m stumped.

the same thing is happening to me! I’m trying to set up a secondary iCloud account for email, I have my primary one signed in. Must be a bug

I’m glad I’m not alone! Do you think another restore would fix this? I really don’t want to do that all over again lol. Ugh, I’m still without an email.

Having no email is brutal but at least I can access it via website or MacBook.
 
Have the same issue across 2 restored devices. Been annoying the heck out of me, and been trying to find the iCloud CardDav server details, but no luck there either.
 
I am facing the same issue. iCloud is working on Mac. It is flaky on web ( server can not be reached sometimes ) and unable to add the account on iPhone after IOS 15 update.
Reported to APPLE already.

For what it's worth, it doesn't happen with all of my icloud accounts. I have three (primary, and two for separate e-mails). One of the secondary accounts hits this bug, the other works file. The only difference I can think of between the two is that the problem account didn't have two factor setup, and I chose to enable it recently (possible during the ios 15 setup sequence). Wonder if that's related somehow.
 
It’s incredibly annoying I haven’t had my main email on my iphone since iOS 15.

Looks like there’s an update coming soon with 15.1 or something so here to hoping it’ll get fixed

What I'm wondering if it is has anything to do with accepting the new iCloud terms and conditions. This isn't an account that I use as a primary account on any of my devices, but it's the only account out of the two that I have that I haven't been prompted to accept terms and conditions on. Will try this and see if it works.
Edit: Also, both accounts I use have 2FA

I logged my iPad out of my normal iCloud account, logged into the one that I haven't been able to add to my iPhone, accepted the new T&Cs, then logged out and put the proper account back in place. I can now add my second iCloud account to my iPhone 13PM!

YES! This worked.

Everyone follow these steps, I got my mail back.
 
SO glad I found this. But this is a way, WAY too complicated and cumbersome procedure to have to do simply to add a legacy email account to device where you have not yet accepted the current iCloud T&C. At the very least, Apple should find a way of triggering that T&C acceptance from the Add Email Account option, maybe having it pop up after the two factor ID code has been input but before actually adding the account, not force people to jump through these hoops, especially when Apple don't even make it clear that the hoops exist and exactly what they are!
 
Really grateful you found this solution - works for me.

Once I had done this on one device (logged out of iCloud, logged into the secondary account and accepted terms and conditions, logged out, logged into my normal iCloud account, then logged into this secondary account) I was then able to simply log into the secondary account on other devices without any problem (whereas this hadn't worked previously). So this appears to confirm it was the requirement for accepting T's & C's that was the issue. Hope they fix it soon to save others the hassle.
