For the past few months, on my macbook, every time I try to log in, I'm confronted with the "We'll be back. We are busy updating Apple Support Communities..." sticky. I've tried on both safari and on chrome. On safari, I tried deleting the apple.com cache, and once again I was logged out and could see the discussion forum. But again, as soon as I try logging in, i'm hit with the sticky note and can't view the site anymore, let alone post something on it.

*halp*? I tried searching online for the solution but so far have come up empty handed.
 
I just tried ASC in Fx and Safari. No problem.

You said you "deleted the apple.com cache". Did you empty all Safari caches through the Develop drop-down menu in the Menu Bar? To reveal : Safari preferences --> Advanced --> Tick the "Show Develop menu in the menu bar".

In that Develop drop-down menu, there's an option to "Empty Caches". (Safari 9.0.3)

Just tried this. Then went to discussions.apple.com, put it my login credentials, and hit the same sticky note.
