Can't open NC when notifcation comes in

Is this a bug or just how notifications work in iOS8? It's pretty annoying not being able to do it. I guess it's probably because of interactive notifications but very frequently when I try to pull down a notification but it doesn't work, it won't go away if I flick it up, I have to press the home button to get it to dismiss.

It no longer pulls down but I can still flicking up to dismiss it 100% of the time.

Yeah that works fine but try pulling down a notification that has no interactive functions then try flicking it away.

Actually never mind that's now how to trigger the bug I'm getting. I'll try back to you when I figure out how to replicate it.
