Can't Register As Developer

I'm trying to register as an apple developer but I can't get past the agreement page. I check the 'I've read this box' and click the agree button and it just reloads the page over and over again.

What web browsers have you tried? Try Safari if you haven't. Try Firefox if Safari is having issues.

Tried them all, safari, chrome, firefox... there really is no excuse for it not working with safari.
