I can't find the Photos library with error message as:
"The library "XXXX" has inconsistencies that must be repaired."

Then I click "Repair". Then another error message said:
"The library couldn't be opened. The library "XXXX" could not be recognized."

And I can only choose "Open other" or "Quit"

I put the photos library in external HDD raid, so I use disk utility and run first aid.
There seems nothing wrong with the external HDD it self. I could use with external HDD raid with other programs will without any problem.

Can I fix my Photos library or retrieve my picture direct from the photo library?

I never had such problems with iPhoto before, but unfortunately I import all picture to Photos after brought my new iMAC 2015 which only had Photos.

I had these problems a while ago and couldn't do anything but to create a new library and let iCloud Photo Library repopulate it. One thing you could try is to create a new library, then right click and say Show Package Contents. Then do that for your original library also, and move it's folders into the new libraries folders. When you open the new library again, it will say there are inconsistencies and will need to rebuild, but maybe it might complete the task this time.

I even opened an Apple bug report about this problem when I had it a while ago, and I'm sorry to hear that its not fixed.

When you open the new library again, it will say there are inconsistencies and will need to rebuild, but maybe it might complete the task this time.

The new library still can't be opened or fixed if I copy all sub-folders to the new library. It shows no pictures if I only copy the "Masters" folder that have original picture. However, your reply remind me that I still had a chance to export all my picture safely from the Masters folder At least, all my picture didn't go with the broken library. Thank you very much.

I now seriously re-think go back to lightroom for managing my photos. (I use "Photos" only because it can support live photos function in new iPhone.)

Use iPhoto Library Manager to Rebuild your iPhoto Library - Under Library in Menu bar select Rebuild Library.

Thanks for your information of such good tools. I just have duplicated pictures after I make a new Photos library and import all pictures from the Masters folder of the old broken library. However, I noted that "PowerPhotos" can't repair library as "iPhoto library Manager"

When I want to open the old broken library with "PowerPhotos", it shows "The library could not be loaded: The SQLite database file could not be found." Now I know there is indeed something wrong in the old broken library, although I still don't know how it happened, why it happened, and how to fix it.

This just happened to me after updating to Sierra 10.12.1 and now Photos would hardly work.
Totally devastated. :(
