Can't restore to iOS 8.3

I put the phone into DFU mode and tried to restore to 8.3. The progress bar stuck at about halfway for more than one hour now. unplugged the phone and tried again with no luck. tried to restore back to iOS9 and same problem. Now What?

Use a different USB cable? Restart ?

Yup, try rebooting your computer. Try a different USB port. Make sure you have the right ispw. All these things are on the checklist
