I am not sure if it is how my Apple TV 4k 1st gen is hooked up or what? But when i try to connect my Airpod 3rd gens and Airpod Pro (1st gen) I get the below message.

My setup/hookup is the following

ATV 4K -> HDMI to TV, then TV is using optical out to receiver
I also have a Harmony remote paired to my Apple TV, which I would think might be the problem, however I have a 2nd gen ATV 4K hooked up in another room straight to a receiver, then EArc to a TV and this one works just fine for sharing audio.

Any ideas?

This receiver doesn't support 4K? Normally you would connect the ATV 4K to the receiver as in your 2nd configuration.

It does not, it does have HDMI in/out, but not 4K so I opted for the 4K on my TV then lesser sound quality.
