iPod touch Can't Sync Apps to iPod Touch?

cant sync my apps!

I cant sync my apps in my itouch., when it is syncing at the upper part, there is saying "determining tracks to sync", then "finishing syncing, without installing my apps in my i touch! what is the problem there?

and sometimes, when im trying to sync it, there is popping a mesage! says: "cant access your account please try in a few minutes" i try and ry, but nothing happens!!
help me please!!!!!:confused::confused::confused::(:(:(
