I'm having the same issue. The weird Thing is it's only one playlist. I created a new playlist (of existing songs) for use at the gym. Everything is downloaded but I always get "sync pending" when trying to sync to the watch. I have tried ton of other playlists and all sync fine and super quickly. I've tried creating a new playlist right on my phone.

I thought maybe a song was corrupt (even though each plays fine on my phone) so I tried adding one song at a time with no luck.

I've even tried syncing a playlist, making sure it went through to the watch properly, then going back and copying the songs I want to that playlist and then I get the error.

I'm stumped.

Well that's not the case really. Because I can sync any other playlist without a problem. Just this one. :-(

And I'm not sure where you are getting that from because I don't see it in the graphic you posted. Is there somewhere else I should look?

I see it now. My bad. But it still doesn't make sense because very other playlist syncs.

I had trouble, too. My problem turned out to be that I was trying to sync a playlist larger than 1 gig. A gig is the most music you can hold in an Apple Watch. Also, it's not easy to find out how much data is contained in your playlist, but start by considering that.

So, you might want to try to sync a shorter playlist which you know is less than a gig. If that works, that was your problem.

I'm having this issue, and have it set to 2GB, and my watch charging all night, and just trying to sync one playlist that is less than 2GB. I did a soft reset on the phone, and that didn't help. It just says 99%, then goes back to sync pending, although the watch shows that it's charging.
 
My playlist wasn't syncing either. I unhooked the charger and then hooked it up again. My watch asked for my passcode then it immediately started to download. Not sure if it was the passcode or something else that triggered it.
 
The apple watch app is buggy. Kill the app forcibly and open it again and you will see progress. I had to do this a few times to get it all working.

this is what worked for me after having had both watch and iPhone charging and not seeing sync pending ever go to > syncing. Forced quit and it was at 3% when I relaunched the app.
 
They need to come up with a way to transfer over bluetooth or allow the watch to download via wifi / cellular to the cloud. I also was disappointed that I couldn't play other radio apps over cellular on my AW3 and they had to be connected to my phone. The more I can not rely on my phone, the better and more awesome this watch can be.
