Just updated to iOS 17.1 and now I can't text photos to Android users. A green bar slowly advances at the top of the screen, and after a minute or two a red exclamation mark appears and under the photo it says Not Delivered. Text messages without photos go through OK and messages to other iPhone users seem unaffected. I'm using an iPhone 14 on At&t. Went through every potential solution I could find online and nothing works. Only thing I haven't done is restore the phone. Since this happened right after updating, I'm thinking it's an Apple issue rather than an At&t issue. Has anyone encountered a similar problem? Anyone found a fix?

When sending photos to Android users via text you're using MMS. Try to go to Settings -> Messages, and turn "MMS messaging" off, wait a bit, then on again, and see if it works.

Also, make sure you have cell coverage. MMS doesn't work over Wifi.
 
Yep, I've tried turning MMS off and on again. And I live in a major metropolitan area so my cell service is fine. Just to be sure I turned off WiFi again (which I've already tried) but it still doesn't work. I don't understand why updating to 17.1 would require jumping through these sorts of hoops anyway.

I also tried deleting the conversations with Android users completely and now I notice that if I text an Android user, those conversations aren't syncing to my Mac or iPad either.
 
I had this problem when I had two phone numbers on one account. However, I fixed it by going into settings....messages...Imessage (on)...send/receive (phone number)...send as SMS...on.

Maybe you can try calling AT&T support? Maybe it's a known issue in their knowledge base and they have a workaround for you?
 
Yes, it's happening to me right now and I'm on T-Mobile. But it didn't begin immediately after I updated to 17.1. This started happening either yesterday or today with no iOS update whatsoever. Very frustrating. Screenshots don't work, photos don't work. Even small screenshots from my Apple Watch fail to go through.
 
I am on AT&T but text works fine on my 15 PM with 17.2 but now my MMS fails sending to people with or without iphones on iPad 12.9 Pro gen 6 with 17.2.x iPadOS. I have made sure my imessage is using same Apple ID (yeah i am old one with early non email id under the main icloud id that all apps and media still purchased under but lately now I have to use the iCloud one for almost everything else things that worked for the non email older one no longer work except purchases. I noted that the ipad was signed und this ID and I had to sign out then click and wait for a sign in to appear for me to put the email iCloud ID in. After all that and syncing though MMS still brocken appears to be something with people out of town family locally (all iphones ) work fine of course but one of the persons I was sending to was iphone but wonder if it’s going to his widows box at work in Utah hmmm
