One of the first things I do on a new Mac is to trash the apps that I don't need and will never need, to free up some space on the SSD, and to remove the clutter in the apps folder. I trashed the Garageband and Keynotes apps (yes, I'm certain I'll never use these!). But then, I'm unable to trash the Chess game and the Stocks apps. Why? On my previous Mac, I was able to trash them without a glitch. Why can't I do the same in Ventura?
 
Because Chess and Stocks (also News) are part of macOS which is installed to a read only signed system volume which is identical on all Macs (with a particular version of macOS). Garageband and Keynotes are installed from the App Store when requested by the user - they are put into the read/write "Data" volume and can be removed. As an aside, the disk space GarageBand may be using in ~/Library dwarfs all the others put together (I hope you removed that)!

I don't begrudge the disk space, but I am annoyed that Stocks and News are active in the background even if not used!

What? They stay active in the background, while not used by the user? What is this!?
 
I never use either Stocks or Chess, but neither one takes up enough space on my SSD to justify removal for me. Additionally, while I do see the stocks widget running in Activity Monitor, it's hardly using any memory (in fact, less than 1/6th of the memory used by Spotlight). Chess is not running at all though.

It's false, that's what it is lol. I just checked my iMac running the latest Ventura. Stocks and News are both fully closed (as per Activity Monitor).

Well it's a good thing this isn't true then isn't it :D

The News service (NewsToday2) is running in the background.

Those two together take up approximately 12.5 MB. I'd say maybe delete a few of your larger emails and you'll save that much space or more.

The idea is to remove visual clutter inside the apps folder. Not just to take back some space on the ssd.
